A North Little Rock, AR, resident, Emanuel Banks has a Bachelor of Science in civil engineering degree from the University of Arkansas at Fayetteville and is a registered professional engineer. He also serves on the Arkansas Alumni Association National Board of Directors.
He began his full-time career with the Arkansas State Highway and Transportation Department in December 1987 as a civil engineer.
