The Bill and JoElla Toller Celebration Bell at the Janelle Y. Hembree Alumni House will ring on Friday, Dec. 21, to honor the victims of the Newtown, Conn. In a proclamation by Governor Mike Beebe, those who can will ring bells at 9:30 a.m. The Toller Celebration Bell will ring 26 times.
